Do this first. Switch the bike off, remove the battery, and do not leave it powered or ride it. A motor that drives without input can pull the bike out of your hands from standstill.
A motor that surges, twitches, or kicks in with no throttle and no pedalling is not a quirk to ride around. It means something is commanding power that should not be. There are three realistic causes.
1. Controller failure
Damaged MOSFETs or logic can switch power through with no input. Deep-discharging the battery is a known trigger. Signs: weak or erratic power beforehand, or no response at all between surges.
2. Motor hall sensor failure
When hall sensors give the controller a false position reading, commutation goes wrong and the motor lurches in uneven pulses. If it feels like the motor is stumbling rather than pulling, this is the usual suspect.
3. Throttle signal drift
A throttle with internal moisture or a failing hall element can output a phantom signal. This is the cheapest of the three to test — and worth ruling out first, because a throttle costs far less than a controller.
Do not keep testing it at full throttle. Repeatedly launching a surging bike is both dangerous and likely to damage the controller further.
How to narrow it down
Read the error code Photograph whatever the display shows. Codes vary by display model but usually separate a motor or hall fault from an overvoltage condition.

Substitute the cheapest suspect first Throttle, then controller. Replacing a motor to chase this fault should be the last move, not the first.
